「アジア各国の政治と議会に関する勉強会」開催などについて

　ＮＰＯ法人万年野党は2013年以来、議会監視（parliamentary monitoring）の活動として、「三ツ星議員表彰」を運営してきました。

　2023年6月、台湾で同様の活動に取り組む公民監督国会連盟（Citizen Congress Watch）と協力合意を締結し、日台間での連携とともに、アジア域内での議会監視のネットワーク構築を目指すこととしました。（※１）

　さらに、アジアの市民社会の研究者ネットワークであるAsian Civil Society Research Network （ＡＣＳＲＮ）とも連携し、当面、以下の活動を進める予定です。（※２）

　・2007年以来、立法委員の評価活動を行い、会期ごとに「優れた議員」「ウォッチリスト」を公表。

・アジアの市民社会研究に関わる各国研究者のネットワーク。代表：メルボルン大・小川晃弘教授。
・これまでの活動成果：”Authoritarianism and Civil Society in Asia”の国際フォーラム開催・書籍出版（2022年）など。

・2023年以降の活動として”Parliamentary Monitoring Organization”に焦点をあてる予定(2023年11月末に国際フォーラム開催に向け準備中)。

１、「アジア各国の政治と議会に関する勉強会」（オンライン）を毎月開催します（Information sessions for Asian PMOs and experts）

◆主催：　ＡＣＳＲＮ、万年野党、台湾ＣＣＷ、メルボルン大学（Asia Institute Research Cluster on Asian Civil Society）

◆内容：　議会監視のアジア連携に向けて、毎回特定の国の専門家から政治システム、議会の状況、議会監視に向けた課題などにつき発表し意見交換を行います。

◆参加者：　上記関係者、アジア各国の議会監視団体のほか、関係分野の研究者・専門家、政治・行政関係者、ビジネス関係者など、ご関心ある方々にぜひ参加いただければと思います。

◆使用言語：　英語

＜当面の予定（以降毎月開催予定）＞

・第一回「カンボジア」：　8月29日1500-1630（日本時間）、スピーカー：Jack McMahon (University of Melbourne Asia Institute)

・第二回「インドネシア」：　9月12日1500-1630（日本時間）、スピーカー：Eryanto Nugroho (Melbourne Law School) with the Center for Indonesian Law and Policy Studies (PSHK)

２、「日本・台湾の議会監視協力ワークショップ」（オンライン）を毎月開催します（Taiwan-Japan Parliamentary Reform Series）

◆主催：　万年野党、台湾ＣＣＷ、ＡＣＳＲＮ、メルボルン大学（Asia Institute Research Cluster on Asian Civil Society）

◆テーマ：　万年野党と台湾ＣＣＷで交互に、議会の機能向上などに向けた議題を提示し協議。（第一回は、台湾で問題になっている汚職事件との関係で「議員秘書に関する情報公開」を予定。）

◆参加者：　１と同様、ご関心ある方々にはぜひご参加いただければと思います。

◆使用言語：　当面、英語・日本語・マンダリンの通訳

◆第一回は8月15日1500-1600（日本時間）。以降毎月開催。

３、秋以降の予定（準備中）

１）日本・台湾の合同議員表彰

・10月目途に、万年野党、台湾ＣＣＷがそれぞれ東京・台北で表彰式開催。相互に代表者が出席。

２）「アジアの議会監視ネットワーク」の創設に向けて

・11月29･30日にＡＣＳＲＮ、万年野党、台湾ＣＣＷで連携し、アジア各国の議会監視団体及び研究者の参加する国際フォーラム開催（＠メルボルン＋オンライン）。

1, Information sessions for Asian PMOs and experts (online)

• Hosted by ACSRN, CCW, PO, & University of Melbourne Asia Institute Research Cluster on Asian Civil Society.

• Purpose & topics:  The purpose of the session is to share knowledge on political system, parliaments, and PMOs in a country specific context. It should cover: (1) political system / developments of parliament / history surrounding parliamentary monitoring activities, (2) the state of parliamentary monitoring activities / parliamentary monitoring organizations (PMOs), (3) challenges and agenda, etc.

• Participants:  Fully open to the public. Other than host organizations and Asian PMOs, especially researchers/experts in related areas and people in the legislative/administrative/business/media sectors who have interests are expected to participate.

• Language:  English

• Schedule:  Monthly.

Information Session for Asian PMOs and Experts on Indonesia

Speaker: Eryanto Nugroho (Melbourne Law School) with the Center for Indonesian Law and Policy Studies (PSHK)

2, Taiwan-Japan Parliamentary Reform Series: (online)

• Hosted by CCW, PO, Asian Civil Society Research Network (ACSRN), & University of Melbourne Asia Institute Research Cluster on Asian Civil Society.

• Topics:  CCW / PO takes the lead in directing the discussion in turns. The topic of the first session in August will be “disclosure of information about legal assistants,” led by CCW.

• Participants:  Fully open to the public.

• Language:  English/Mandarin/Japanese with translation, tentatively. (The use of caption functions or other tools is being considered.)

• Schedule:  Monthly. The first session is scheduled for August 15th (Tuesday) from 14:00 to 15:00, followed by the closed session from 15:00 to 15:30 in Taipei.
